Provincial Nominee Program (PNP)
Most provinces and territories in Canada have an agreement with the Canadian government that allows them to nominate immigrants who wish to settle in that province.
There are mainly two types of PNP programs. The first type is skilled worker PNP that allows expedited processing for skilled workers having a job offer from a local provincial business in an occupation or business sector that fulfills local provincial requirements. The second kind of program is a business immigration program. Most business immigration PNPs allow expedited immigration processing if the applicant shows the ability to : establish a new business; invest money; or joint ventures with a local business. An applicant must first receive a Provincial Nomination Certificate from the province/territory before submitting application to CIC. After getting nomination from a province/territory, a separate application must be made to Citizenship and Immigration Canada for Canadian Immigration (permanent resident) Visa. Provincial Nominee Program processing times vary based on the country location of Canadian immigration visa office.
The Quebec province does not participate in the Provincial Nominee Program. Quebec has established its own selection criteria for all economic immigrants having an intention to reside in Quebec province.
